Chief Information Officer, Blue Care Network
Michelle Billingsley is vice president, chief information officer for Blue Care Network. As CIO, Billingsley provides strategic direction and oversight for Blue Care Network’s information technology operations and solution delivery, ensuring alignment with the dynamic business needs of Michigan’s largest HMO serving over 840,000 members. Since joining Blue Care Network, Billingsley has shaped the organization’s post-reform IT strategy and championed numerous business initiatives including Marketplace (Exchange) operations, next generation member wellness programs, and specialty pharmacy management to enable revenue growth and cost containment.
Prior to her role with Blue Care Network, Billingsley spent 12 years within the Blue Cross Blue Shield of Michigan organization leading strategic information technology programs and projects, including an IT transformation program which consolidated the company’s 3M+ commercial members onto a single core administrative platform. As vice president for Information Management and Health Care Values IT, she led the organization’s Business Intelligence function, delivering data warehouse, analytics, and data integration solutions to support internal and external customers. In this role, Billingsley was instrumental in developing an enterprise data strategy and establishing enterprise data governance.
In addition to over twenty years of experience within healthcare information technology, Billingsley has IT experience in consulting, higher education, and manufacturing distribution. She earned her bachelor’s degree in computer science from Western Michigan University and completed her Masters of Education in instructional technology at Wayne State University. A native Detroiter, Billingsley is very active in the Southeastern Michigan community and serves on numerous philanthropic boards including Thrivent Financial Great Lakes Region Member Board (Chairperson), Michigan Council for Women in Technology (Secretary), and BCBSM Chapter of National Management Association (Executive Advisor). Billingsley is also an alumnus of Leadership Detroit and the IT Senior Management Forum (ITSMF) Executive Academy. Billingsley enjoys being a mentor for emerging leaders, as well as a champion for encouraging girls and women to pursue careers in STEM.
